FRENCH YOUTH Will Not Become a Totalitarian Movement

Officials of the Vichy Government have issued a declaration to leaders of French youth groups stating that they have no intention of conscripting the youth of the nation into a totalitarian movement. Existing youth groups, including the Catholic Jocists, scouts and guides, sports groups and workers' organisations, are not to be united, it was announced " It must be stated, however," Minister Baudoin said, " that there are too many separate groups. Those which have been accepted by the State will he permitted to continue their programme in freedom and, if they happen to have uniforms, will be permitted to continue to wear them.
" While there is no question of blending the various groups and causing them to lose their individual characters, it is desired that they work in harmony. The freedom of French youth is in your hands. To strengthen it, you have just to march in the same direction."--(N.C.W.C.)
