Yes; the latest Encyclical "Mediator Dei" says explicitly " it is extremely desirable that in reciting or chanting they should associate themselves, each in their parish " in this sacred duty. The custom " where maintained must not be lost, and where lost mast be re-established as soon as possible "so that Vespers may receive the dignity and splendour due to them "aided by " various means of interesting the piety of the faithful."
Quoting St. Ambrose, the lloly Father says: "The psalm . .. is the blessing of the people, the praise of God, the acclamation of the people, the applause of all, the univenal discourse, the voice of the Church, the resounding confession of Faith, the devotion full of authority, the joy of liberty, the expression of contentment, the echo of felicity."
