The Catholic Church in Glasgow has announced details of a

major shake-up in administration, including the appointments of 14 Vicars Episcopal — a completely new post in the archdiocese.
They will bc responsible for a Wide range of activities, in cluding communications, youth, ecumenism, education, finance, vocations, social welfare and marriage. The archdiocese also has a third vicar-General, Fr Charles Renfrew, former Rector of St Vincent's College, Langbank. He now becomes a monsignor and remains director of Scotland's Vocations Centre.
Among the new Vicars Episcopal is Mgr Brendan Murphy of St Gregory's, Wynd
ford, former head of the Scottish Catholic Film Institute, tie
is well known in media circles and will be responsible for communications, co-operating with the Scottish Catholic Press Office and all the media.
He will also plan the production of a monthly Diocesan Bulletin. Like all Vicars Episcopal, he will have complete authority in his field.
Mgr Francis Coyle, at prysent Chancellor of the archdiocese, becomes Vicar
Episcopal for Schools and Education. lie is also to be the
Glasgow archdiocesan representative on the new Strathclyde Region's education committee.
Mgr Renfrew, as well as being Vicar General, will also be Vicar for the Religious —
members of religious orders — in the archdiocese, and Mgr Hugh G. McEwan of St Michael's, Dumbarton, is Vicar Episcopal for Ecumenism. The appointments have already been announced privately to the archdiocese's 300 priests by the new Archbishop of Glasgow, the Most Rev Thomas Winning, at a day-long meeting.
lie said the rank of Vicar Episcopal had origins in the Second Vatican Council. The new appointments would "extend the share of responsibility in the diocese" and give him the opportunity to go round his 105 parishes meeting the clergy, children, sick and elderly.
Archbishop Winning also announced establishment of a pensions scheme for old and retired priests, and gave permission for priests to celebrate
Mass in parishioners' homes.
