MG R . LAMBRUSCHINL 57, the priest chosen by Pope Paul to present his birth control encyclical to the world's Press, has been appointed Archbishop of Perugia. He succeeds Archbishop Baratta, 79, who has resigned for reasons of age and health.
Mgr. Lambruschini, Professor of Moral Theology at the Pontifical Lateran University in Rome, was a member of the advisory commission on birth control.
Although he voted for a reversal of the Church's traditional teaching on contraception when he was a member of the commission, he. has since the encyclical. insisted in many articles that all Catholics are bound to accept its teachings as binding.
