2nd ATTACK ON KERALA SCHOOLS

THE Communist Government of Kerala. lathe. is planning to resubmit its Schools Bill, which provides for the nationalisation of private schools which the State Government considers mismanaged, to the legislature. President Raiendra Prasad recently returned the Bill without signing it necessary for it to become law following a Supreme Court advisory opinion that certain clauses were unconstitutional.
In returning the Bill. President Prasad asked the legislature to adopt e suitable and necessary amendments " in the light of the Supreme Court's decision. It has been reported in Trivandrum. Kerala. that Mr.. D. N. Pritt, Q.C.. the British lawyer who argued the Kerala Government's case before the Supreme Court. will advise the Government on the amendments.
Meanwhile. Archbishop Kavukatt of Changanacherrys Kerala, has asked the Supreme Court for a writ to restrain the Kerala Government from executing provisions of the Schools Bill through executive orders. The Kerala Education Department has recently issued orders to private schools in an effort to prevent their managers from appointing teachers of their own choice.
