IN mid-December, barely seven weeks after his -Ielection to the See of Peter, Pope John XXIII will again receive all those Cardinals who are able to travel to Rome for a Consistory to announce the names of 23 new members of the Sacred College.
And on December 15. the 23 newly appointed Cardinals. Archbishop Godfrey of Westminster among them. will wait. most of them at their national colleges. for official notification that they have in fact been appointed.
Explanation
On Monday, December 15. Pope John XXIII. will address a consistory of the Cardinals present in Rome with a speech in which he will announce his decision to create 23 cardinals whose names arc already known, and the announcement of whose creation will be released later. From that time on, they are legally full cardinals.
It is likely that in his address to the Consistory. the Holy Father will explain why he decided to surpass the traditional limit of seventy members in the Sacred College. bringing the number of Cardinals up to 75.
In St. Peters
