CHURCH-STATE SETTLEMENT IN HUNGARY

Catholic Herald Correspondents ROME, Wednesday CARDINAL WYSZYNSKI, Primate of Poland, has arrived in Rome for what are believed to be major negotiations between the Vatican and the Communist World. The negotiations may involve the establishment of diplomatic relations between Poland and the Holy See as well as a general settlement of the outstanding differences between the Vatican and Hungary.
Next week, it is expected that Cardinal Koenig of Vienna will arrive in Rome to join the negotiations. Cardinal Koenig recently visited the American Legation in Budapest where he had a four-hour conversation with Cardinal Mindszenty, whose future is the most important factor in Vatican-Hungarian relations.
Meanwhile, secret talks were taking place in Budapest between Hungarian and Austrian Church officials, }lungarian Cabinet Ministers and Mr. Turner Shelton, first secretary of the U.S. legation. The Hungarian Bench of Bishops was also meeting. A decision on the Cardinal Mindszenty case appeared imminent.
The Vatican official reported to be involved in the talks is named as Mgr. Agostino Casaroli, undersecretary of the Sacred Congregagation for Extraordinary Affairs.
Cardinal Wyszynski travelled to Rome via Vienna where he spent four hours. He was met by Cardinal Koenig, who visited Poland last week, His visit was officially said to be purely private but it was believed the two Cardinals, who are regarded as the Church's experts on relations with Communist regimes, also discusser] the position of Cardinal Mindszenty.
Other matters concerning an overall rapprochement between the Church and the Communist countries may also have been raised. While in Warsaw, Cardinal Koenig paid a "courtesy call" on the Polish VicePresident, Boleslaw Podedworny.
TO ROME?
The Italian press agency ANSA has reported that recent discussions in Vienna between representatives of the Holy See and the Hungarian government have brought a broad settlement of the Church-State setup in Hungary near to conclusion.
It also said that Cardinal Mindszenty will shortly go to Rome, where he is to take over a top job in the Curia. Some Vatican sources have confirmed these reports. Others have denied them.
The reported settlement is believed to provide for Cardinal Mindszenty's transfer to Rome, while remaining Archbishop of Esztergom; for the appointment of an Apostolic Administrator to run his diocese for him; and for the appointment of Bishops to nowvacant Hungarian sees.
