Amnesty International this week published details of 12 people who are known to have died under torture in Uruguay over the past two years.
Mr David Simpson, Director of the British Section of Amnesty International, said his organisation had appealed to President Aparicio Mendez to establish an independent inquiry into all allegations of the torture of political detainees
and to clarify the fate of those missing.
"The tragedy in 1 'ruguay is that torture is an established and routine process of government --• this k not the first such list we have published." said Mr Simpson.
"In 1916 Amnesty published a list of 22 people known to have been tortured to death between '072 and 1975.
