"The Time Is Again Favourable"

The " Osservatore If And Conciliation The Osservatore Romano published an article on Monday summing up AngloItalian differences and advising both parties to attach only an historical value to Mr. Eden's memorandum and the Italian reply.

" The time," it said, " is again favourable for conciliation efforts, because of the success of the military operations in Abyssinia, because of the danger that controversy over the Locarno Treaty may spread further than the Mediterranean, and because of the arrival of M. Flandin at the Quai d'Orsay."
