A recent resolution by the Hendon Education Committee has led to attention being focused on the problem of children and the cinema by the licensing authorities of London, Middlesex, and Surrey, who are considering the advisability of preventing all those under sixteen years from seeing A films of any kind.
Hitherto children have been admitted to see A films if they are accompanied by their parents, but a provision of such a kind only defeats the purpose of the authorities.
Legislation on a matter of such vital importance ought not to be delegated to local authorities; for whatever scheme is to be adopted should be universal and uniform, and it is only parliament that can deal effectively with it.
