"The Spanish State will erect, by public subscription, on the Cerro de los Angeles, geographic centre of the whole Spanish nation, two great statues in proof of its gratitude, one to General Lazaro Cardenas and the other to Marshal Joseph Stalin, because as the heads of their respective peoples, they were the only ones who gave effective moral and material help to the Spanish Republic in its struggle against Nazi-Fascism; and afterwards generously took the exiled governments to their hearts."
This is one of the points to be found in a programme for the social transformation of Spain in the name of the exiled " Red " government, and alleged to be signed by Indalicio Prieto, Martinez Ordaz.
Barrios, Manuel Albar and Felic The programme was forwarded to us by our Spanish Correspondent last week. but many of the
points in it, like the one above, seemed so extreme and so evidently repugnant to the vast majority of Spaniards. that we thought it best not to publish it without further enquiry in case it might he a hoax put out further to discredit the Republicans.
From official sources we learn that this programme was first published in the Mexican review Todo on December 1, 1945, and that it was subsequently photographically reproduced on the front page of Arriba in Madrid on March 13 of this year.
Our correspondent adds to this, after further enquiries: " The signatories swore an oath to put the points into practice and to observe secrecy. There are other points not yet known to he published at an opportune moment. The document was discovered by a friend of Franco's Spain in Mexico and revealed that way. Here in Spain it is regarded as logical and normal. Points from the programme include the following:
Nationalisation of the goods of the clergy, adopting the measures which had such success in the Mexican revolution.
No Church, whatever its creed, can hold a title to any property, real or
The immediate appearance of all archbishops, bishops, priests and religious before special tribunals to decide their measure of culpability can be measured by the tribunals.
Once a democratic (sic!) government has been secured for Portugal, to form a block of the democratic nations of Europe, namely, Spain. France, Czechoslovakia, U.S.S.R., Portugal and Free Italy, with the object of offering the greatest possible resistance to imperial capitalism either of one nation or of several united.
All State departments to be ruled by Commissars who will hold supreme power under a Minister of State. personal, nor can they administer such property, held in the names of others. All such property now held will be transferred immediately to the State; and all churches declared State property ; so that the State will designate the number of churches which may be used for private worship.
A certain number of churches will be set aside for any religion which cares to apply for them; the rest will he used as State offices or workers' centres.
The immediate expulsion from Spanish territory of all priests and religious as well as professors of Catholic colleges of foreign nationality.
