REMEDIES FOR APATHY

The civil defence services. etc.. have aroused a wider and greater realisation of local iesponsibilities and a suggestion that met wilh sonic support was that they might offer a starting-point for post-war activities. such as Citizens' Guilds.

Finally. the report lists certain remedies which, it was suggested to the Commission. should be the subject for Parliamentary legislation. such as statutory time-off from employment for councillors and reimbursement of outof-pocket expenses; votes for all over 21; reform in the collection of rates so as to bring home to the general public that they are ratepayers, a fact often forgotten when the rates are included in the .rent: wider powers for local authorities in development and improvement schemes : reorganisation of the Administration into larger units for Health, Roads, Electricity. etc.. as has already been done for Education and that County Councillors be elected Irons local bodies such as Municipal. Urban. Rural and Parish Councils instead of directly as at present.
