The appointment of the newly nominated Cardinal TARDIN1 as Papal Secretary of State fills a key office left vacant since the death of Cardinal Maglione fourteen years ago. The Papal Secretary of State is the Holy Father's confidential assistant and he lives in the Vatican. The office falls vacant on the death of the Pope. His department negotiates with civil rulers, makes appointments to curial offices and forwards apostolic briefs from the various Congregations.
