BISHOP GARCIA GRANADOS, Auxiliary of Toledo, is to he the first of the Presidents of the Second Vatican Council who is not a Cardinal.

He has been appointed by Pope Paul at the request of 86-year-old Cardinal Pia y Deniel, Archbishop of Toledo, who has been advised by doctors not to return for the second session of the Council. The Cardinal was seriously ill after the recent Conclave.
