Maglione, Papal Secretary of State. It acknowledges receipt of a letter which the Archbishop, Cardinal Gerlier, the only Prince of the Church in unoccupied France, sent to Pius XII following the Pope's recent message to the French Episcopate.
The Holy Father, Cardinal Maglione states in his letter, is not unmindful of the " renewal of Catholic activity in France, nor the increased zeal that animates shepherds and their flocks; at the same time he hails with confidence the measures of public morality, the urgency of which is apparent to all, for the true and durable restoration of the country."
