THE TRANSFER to Wapping of the Times hasn't exactly made it a thunderer of truth.

THE OUTRAGEOUS myth that civil servants don't exactly run the risk of high blood pressure or premature heart failure from overwork is, sadly, not confined to these islands. A Dutch friend posed me a pithy poser.

"How does a civil servant wink?"

"Don't know".

"He opens one eye".
